Local Cognition Capture + Cross-Platform Release Candidate

##the_collector < transitioned from an internal cognitive utility into a distributable Windows + Linux release candidate.

The current build focuses on rapid fragment capture, semantic organization, and low-friction workflow integration.

[ Systems ]:

- Added global hotkey fragment capture

- Added lightweight collectible exploration window

- Added semantic hashtag filtering + dynamic narrowing

- Added persistent local cognition storage

- Added operator console logging + lifecycle handling

[ Interface Notes ]:

- Added startup cognition splash overlay

- Added fragment tag highlighting

[ Observations ]:

The current release intentionally preserves lightweight operational visibility through terminal-attached logging and lifecycle feedback systems.

The resulting workflow feels surprisingly natural during longer coding, writing, and research sessions.

[ Philosophy ]:

The Collector is intentionally minimal. The goal is to reduce friction between: thought -> capture
